Judy R. Wilkerson is a Professor of Research and Assessment in the College of Education at Florida Gulf Coast University.   After receiving a Master’s degree in French and ESOL, she taught English to children of Soviet and Czech diplomats in the embassy schools in Washington, D.C.   Her Ph.D. is in Measurement and Research from the University of South Florida, where she was an Assistant Professor of Educational Measurement and Research on the St. Petersburg Campus.  On the Tampa Campus, she served as COE Director of Program Review, leading College and University efforts in accreditation and coordinating the initial NCATE accreditation of USF.  At FGCU she teaches undergraduate and graduate courses in assessment, research, measurement and program evaluation.

She co-authored two companion books with Corwin Press on teacher assessment:  Assessing Teacher Competency –Five Standards-Based Steps to Valid Measurement Using the CAATS Model and Assessing Teacher Dispositions –Five Standards-Based Steps to Valid Measurement Using the DAATS Model.  She has also published in the area of portfolio assessment, dispositions assessment, and Rasch modeling.

She has consulted nationally on NCATE accreditation and worked with state associations of teacher educators on accreditation related issues.  SIDPASS, her evaluation model for accreditation developed in 1987, was implemented in several states.   Beginning in 1990 for 15 years, she served as the primary consultant for higher education to the Florida Department of Education, where she drafted the standards for the initial approval of teacher education programs, designed the program approval process, and provided technical assistance to colleges of education in evaluation of teachers and programs statewide.  She was lead designer of the assessment system for the Florida Alternative Certification Program, implemented in over 40 of the 68 school districts in the State.  She has also consulted with school districts in Florida on assessment systems for teachers. 

She provides professional development services for K-12 teachers, college faculty, administrators, and test development agencies both nationally and internationally in the areas of outcomes assessment, rubric and test item design, assessment of student learning outcomes, and accreditation processes.  She is a member of the faculty of the Assessment and Educational Research Initiative (AERI) at Teachers College, Columbia University with a theory-based course on accreditation design. 

In both research and teaching, she focuses her efforts on providing a highly pragmatic approach, based in theory, with the goal of instilling commitment to assess K-20 learning.
